  • Default emissions - official EU IR 2025/2621 values.
  • Costs - certificates due equal embedded emissions minus the free allocation deduction under EU IR 2025/2620 (benchmark 0.666 tCO2e/t times the CBAM factor, 97.5% in 2026 falling to zero in 2034), at the selected certificate price.
  • Mechanics - default values escalate with the built-in mark-up of 10% (2026), 20% (2027) and 30% (2028 onwards). On the verified route the deduction is scaled by an illustrative clinker to cement ratio of 0.90. Cost/t is the 2026-2034 average per tonne.
  • Verified actual - industry data where available; * indicates an estimated value.
  • EU-confirmed - Albania, Algeria, Egypt, Ukraine have published country-specific defaults.
  • Pending - Turkey, Serbia, Bosnia, North Macedonia pending the December 2027 revision.
  • Major traders - Vietnam, India, Pakistan, China, UAE currently use the “other countries” fallback.
